What is the DOST SEI Undergraduate Scholarship?
The DOST SEI Undergraduate Scholarship covers two types of scholarships:
- Merit Scholarship – formerly known as the NSDB or NSTA Scholarship under RA No. 2067, awarded to students with high aptitude in science and mathematics who are willing to pursue careers in science and technology.
- RA 7687 Scholarship – granted under Republic Act No. 7687, the “Science and Technology Scholarship Act of 1994,” provided to talented and deserving students whose family’s socio-economic status does not exceed the set cut-off values of certain indicators. Qualifiers must pursue priority fields of study in the basic sciences, engineering, other applied sciences, and science and mathematics teaching.
Scholars may study at any of the following institutions, provided their chosen course is on the DOST priority courses list:
- University of the Philippines
- State Universities and Colleges (SUCs)
- Private institutions recognized by CHED as Centers of Excellence or Centers of Development, or with FAAP Level III accreditation for the priority S&T program of study

Who can apply for the DOST SEI Undergraduate Scholarship?
According to the published eligibility criteria, an applicant must meet the following conditions:
- Must be a graduating Grade 12 student in SY 2026-2027, or a past Grade 12 graduate who has not yet enrolled in college:
- STEM Strand: All students belonging to the STEM class are eligible.
- Non-STEM Strand: Must belong to the top 5% of the Non-STEM graduating class.
- Must be a natural-born Filipino citizen.
- Must be of good moral character and in good health.
- Must not have previously applied to and failed to qualify for the DOST SEI Undergraduate Scholarship.
- Must not have previously qualified for but declined to avail of the DOST SEI scholarship award.
- Must not have earned any post-secondary (college or vocational) units.
Applicants must also intend to enroll in one of the DOST priority courses. Meeting these qualifications does not automatically guarantee the scholarship, as applicants must still pass the qualifying examination.
DOST SEI Undergraduate Scholarship Requirements
Applicants must download and properly accomplish Scholarship Forms C to J, along with other supporting documents. Failure to complete the forms properly, submit them fully signed, or upload the correct file in its corresponding field will result in disqualification.

- Form C – Certificate of Good Moral Character
- Form D – Certificate of Good Health
- Principal’s Certification
- Form E1 – For Grade 12 graduating/graduated students in the STEM strand
- Form E2 – For Grade 12 graduating/graduated students in the Non-STEM strand, belonging to the upper 5% of the class
- Form E3 – For applicants who are homeschooled
- Form E4 – For applicants under the Alternative Learning System (ALS)
- Form F – Certificate of Residency
- Form G – Parent’s Certification
- Applicant’s certification of no pending immigration application to another country
- Form H – DOST-SEI Scholarship Examination/Award
- Form I – Applicant’s Certification of No Post-Secondary Units
- Form J – Signed Declaration of Applicant and Parent/Legal Guardian
Other documents to prepare:
- Applicant’s recent passport-size picture (4.5 cm x 3.5 cm or 1.8 in x 1.4 in)
- Applicant’s Birth Certificate
- Proof of Income
- Notarized Affidavit of Guardianship (if applicable)
- Applicant’s Marriage Certificate, for married applicants
Information needed for the application:
- Household income (father’s, mother’s, spouse’s, and/or legal guardian’s annual gross income, as applicable)
- Size of agricultural land, if the family owns any
- Details of outside financial contributions, if any (name of contributor, amount, and purpose)
- Vehicle information, if the family owns one (type, year, and model)
Document guidelines:
- Print each form on A4-size bond paper and ensure it is fully signed by the authorized signatory.
- Scan or photograph each accomplished form and save using the prescribed file naming convention (Surname-Form).
- Combine multi-page documents (e.g., proof of income) into a single PDF before uploading.
- Accepted file formats: PDF, JPG, JPEG, PNG, with a maximum of 5MB per upload.
- Use the system’s preview function to confirm files are correct, complete, and viewable before uploading.

How to Apply for the DOST SEI Undergraduate Scholarship
Applications are submitted entirely online through the official DOST SEI Undergraduate Scholarship E-Application System.
Step 1: Registration
- Create an online application account using the Register Now button on the application page and complete all required fields accurately.
- Use a unique, valid email address and mobile number that has not been used in any previous registration. Only Gmail, Outlook, Yahoo, and iCloud email addresses are accepted – school (edu.ph) and government (gov.ph) domains are not allowed.
- After registering, check your email for the Account Activation Email and click the activation link.
- Once activated, you will receive a second email containing your Science Scholarships ID (SSID) and brief application instructions.
- Log in using your SSID or email address, plus your birthdate, as verification details.
Your email address and mobile number will be permanently linked to your account and cannot be reused for another registration.
Step 2: Accomplish the Application Form and Upload Documents
- Complete all required application modules: Student Information Questionnaire, Household Information Questionnaire, Personal Data, Family Data, Contact Information, and School Data. These may be completed in any order, and progress is saved automatically.
- Upload clear scanned copies or photos of all required documents following the file guidelines above.
All required modules and documents must be completed and uploaded on or before September 17, 2026.
Step 3: Test Center Preference
- Select your preferred test center for the qualifying examination.
- Review your choice carefully, as once submitted, it can no longer be changed.
The list of test centers is tentative and may change; if your chosen center becomes unavailable, you will be assigned to the nearest available one.
Step 4: Final Review and Submission
- Once all modules and documents are complete, the Submit button becomes available on the application dashboard.
- Review all entered information carefully, checking for accuracy and completeness, and confirm all documents are uploaded correctly.
- Click Submit, then review and agree to the Terms and Conditions.
Important: After submission, no changes can be made to your application. It will be evaluated solely based on the information and documents submitted at that point.
Important: All transactions related to the scholarship application are conducted online through the official DOST-SEI platform. DOST-SEI does not ask for payments or personal information via phone, email, or third-party services. Verify the authenticity of any communication and the identity of the sender before sharing information or making payments. Also beware of other websites containing outdated information about the 2027 scholarship program.
What Happens After Submission?
- Issuance of Test Permit – Eligible applicants will be issued a Test Permit indicating the test center, session, and other examination details, available for download in the E-Application System starting October 2026. The pen-and-paper examination will be held on November 14-15, 2026.
- Announcement of Scholarship Qualifiers – Applicants who meet the cut-off score in the examination will be considered potential qualifiers and will receive a Notice of Award via their registered email, including the schedule of orientation and the signing of the Scholarship Agreement.
- Orientation and Agreement Signing – A qualifier and their parent or guardian must attend the orientation on S&T Scholarship Policies and sign the Scholarship Agreement to officially become a DOST SEI scholar.
- Effectivity of Award – The scholarship becomes effective starting the 1st Semester/Term of AY 2027-2028.
